Can't Change EFI Setting DVMT Pre-Allocated

I'm trying to set the DVMT Pre-Allocated setting to 96M but I can't seem to change the setting with EFI_Shell? I was wondering if anyone knew anything about this error message? I have tried using setup_var and setup_var2 with the same message. See attached pictures.
